Head
"Head" is the title of the leader of a town or city in Vellin, such as the "Head of Yunmiril" or "Head of Tellindyl."
Appointment
Appointment of the Head of a city varies from city to city.
In addition to the public ceremony selecting the Tail for the next 9 years, the Head is required to meet privately with the chief Voice, Ear, and Hand of Yunmiril during each Trine. He makes a written contract, witnessed by those three, stating his current choice for heir which may be any Tail that he or his predecessors have trained. He also makes note of a line of successive heirs should his first selection be unavailable. He is not required to list every Tail that is currently alive if he feels they would not be appropriate as an heir. If there are no written heirs available upon the death of a Head, the new Head is elected by a council made up of the chief of every governmental office (except Claw & Feather).
Yunmiril
This is the largest and oldest city in Vellin and has the most complicated method of choosing the next Head. During the first Trine celebration after appointment, a Head is required to appoint a Tail. This is done in a public ceremony. A Tail's task is to accompany the Head during his (or sometimes her) duties and to learn the duties of a Head. At the next Trine celebration (9 years later) the Head is required to select a different Tail, thereby allowing someone else to be trained as Head. The heir to the position of Head in these towns is the oldest son born to the current head. If the Head does not have an available son, the eldest daughter is ascends to the position.Zedryn
