Sieng Kosal is the reigning Satrap of Arismat. A deeply religious, ruthless, and uncompromising man, Sieng Kosal is the most publicly feared Satrap on Yura. As head of The Imperial High Council, brother-in-law to Koin Angara, Emperor of Yura, and the richest Satrap on Yura Sieng Kosal wields enormous power over the continent and its politics. This economic and political power is constantly brutally exercised by Sieng Kosal and his Satrapy, Arismat, is by far the most repressive on Yura. If not for his, at times, all-consuming, hedonistic devotion to pleasure (his harem is infamous) Sieng Kosal could crush all domestic opposition and gain nearly absolute control over all of northern and central Yura.
Physical Description
General Physical Condition
Decently tall, Sieng Kosal is slight with pale, sickly white skin. Despite his slight build, his body is covered in lean muscle and he moves with surprising grace for his frame. His hair is silver-white and his thin lips seem permanently curled in a disgusted scowl. His eyes are a deep green and are narrowed in a consistent suspicious squint. The left side of his neck is covered with scar tissue that crawls its way to just under his jaw. He is sometimes noted for looking somewhat feminine, with a highly arched brow and distinct cheekbones. Despite being nearly seventy he has retained his youthful looks, with some claiming he has resorted to necromatic means.
Facial Features
Sieng Kosal has small green eyes which are permanently shadowed by his thick white eyebrows. His nose is thin and ends in a sharp point. Sieng Kosal's lips appear consistently dry and ashen, though not cracked nor malformed.

Sieng Kosal's most distinct feature is a large patch of blotchy scar tissue that covers the left side of his neck and jaw.

Apparel & Accessories
Sieng Kosal wears long robes of pale green and light red silks, often liberally decorated with the diamonds for which Arismat is famous. He also often wears a thin yellow gold and green diamond adorned diadem along with a ring topped with a huge emerald. Most notably and infamously is the sword that Sieng Kosal always wears on his person, Silence, Scimitar of the Serpent. Sieng Kosal, due to his paranoia, also often wears pieces of metal armor over his robes, to protect himself from potential threats.

Personal history
Sieng Kosal was born in 576 A.L., the son of Khlot Kosal and his favored concubine Khai Kanleakhana. Sieng Kosal was raised separate from his sister Nirmala, who was being tutored to replace their father. Furthermore, being fourteen years her junior, the two never interacted much. This all changed drastically however as, when he was only one, following the end of the Fifth White~Black Succession his sister was married off to the newly crowned Koin Angara, Emperor of Yura (this was the result of a secret pact made between Khlot Kosal and Koin Angara to ensure peace and stability between the Angaras and the Kosals). This action was to forever embitter Nirmala and, despite Sieng's young age, she forever vowed that she would do all she could to thwart him and her father, who had quickly turned all his attention toward his new heir. Sieng grew up spoiled and petulant, and showed little regard for the rules set by his parents. Sieng's father, unable to deal with his unruly son, began to beat or starve Sieng Kosal when he refused to listen. As Sieng grew older him and his father developed a mutual hatred of each other, and the only person who could tolerate Sieng was his mother. His pattern of rebelliousness grew until one day his father, in a fit of rage took a handful of burning charcoal and pressed it into Sieng's neck, burning him badly (he still bears the scars on his neck). Hearing of this Sieng's mother, mortified, confronted her husband. Khlot Kosal, irritated by a concubine questioning his judgement and at the end of his patience, struck her and locked her away from Sieng. This was the last Sieng heard of his mother. Sieng's father died shortly after Sieng's fifteenth birthday but by that point the hatred between the two had grown to the point where both would go weeks without seeing each other. Arismat was run by a handful of incompetent regents until Sieng reached the age of sixteen and took full control of the Satrapy. The next five decades of his rule would be characterized by ruthless oppression. Growing up with a chip on his shoulder and in control of the wealthiest Satrapy Sieng Kosal constantly strived to prove himself worthy of the title, oddly valorizing his father's leadership more and more as he aged. This unusual worshipful behavior, and an all around admiration of legacy would also cause Sieng Kosal to be swayed by an number of charismatic preachers into supporting Aythhuism, quickly becoming one of its most virulent and thus violent adherents. Instrumental in helping promote the religion to being declared the state religion Sieng Kosal wasted little time in implementing its most strict edicts into his Satrapy, oppressing all non-human races. Following his fathers footsteps in maintaining a large harem Sieng Kosal also elevated one of his concubines, Seang Sathea, to a foremost position among his consorts and had two sons with her, twins named Khlot Kosal II and Rous Kosal. These two sons constantly jockey with one another for his favor as he has yet to decide his heir and this had led to them being derisively labeled Sieng's Singers, due to the endless praise they shower him with. As of late Sieng Kosal has withdrawn from most of public life to enjoy his time in pleasure and luxury leaving most of the governing of the Satrapy to his aforementioned sons.

Sieng Kosal, as with most Satraps, was educated by a variety of tutors. Sieng Kosal's education was initially haphazard at best, for he simply chose to ignore many of his lessons. This trend stopped when his mother took it upon herself to personally tutor him. Though not a excellent student Sieng Kosal received a well-rounded education, excelling in only one area, that of history, for which he had an uncommon knack. His greatest passion is military history. Sieng Kosal's father also decided that Sieng Kosal learn how to handle a weapon, and hired some of Pronis' best sword-master to teach him. Due to years of relentless training Sieng Kosal is rightly regarded as one of the finest duelists on Yura, if not throughout all of Pronis.

Sieng Kosal is not highly intelligent but does have an excellent tactical mind, which makes him a formidable opponent or ally in both warfare and politics. His skill at planning for every contingency he can imagine, fueled by his paranoia, gives him the appearance of always being many steps ahead of his rivals.

Sieng Kosal believes that the self is best advanced through the apparatus of the state. This idea informs his belief in the philosophy of egoistic collectivism. This philosophy holds that people should behave egoistically and that the state exists to elevate the worthy to positions of power. His beliefs can also sometimes intersect or be associated with rule egoism, universal ethical egoism, and social darwinism.

Disloyalty: Sieng Kosal views disloyalty as any action of viewpoint that directly contradicts any of his goals and thus has a rather broad idea of what constitutes this taboo.
Irreligiosity/Atheism: As an extremely devout man Sieng Kosal expects his subjects to follow suit and does not tolerate those who would choose to not follow any religion. While he is a strong proponent of Aythhuism {The Immortal Master} he is much more violent is his opposition to atheism than other religions.

Sieng Kosal's has three ultimate goals. The first is the expansion of his own power, both in Arismat and throughout Yura. Achievement of this goal accomplishes his second goal, that of being unassailable, which he sees as the key to building a legacy (this legacy existing after his death to make him metaphorically immortal). His third goal, unrelated to the first two, is to further the goals of Aythhuism and push for Yuran racial purity.
Likes & Dislikes
Sieng Kosal is a hedonist and as such loves all the activities and substances associated with this lifestyle. Thus, besides maintaining an harem, notorious for both its size and secrecy, is addicted to nearly every type of alcohol one can purchase on Yura and similarly addicted to Blood Bitterweed. Ultimately, Sieng only dislikes things which prevent him from relaxing and drowning himself in pleasure, and despises hard work (thus the delegation of his Satrapy is left nearly entirely to his sons.)

Despite his overall lazy nature Sieng Kosal is possessed of uniquely insightful mind and has an almost preternatural ability to discern lies from truth. Sieng Kosal also has a very strong willpower, both in the magical sense (being a master of Dilieiusmency) and the mundane sense, and is also a decently skilled speaker and a master of intimidation. These traits in combination allow Sieng Kosal to stay in power despite his ever increasing disinterest in rule.

Sieng Kosal is a sociopath, possessing little capacity for empathy and carries a viscous and erratic violent streak. He is prone to resorting to physical violence to acheive his goals and cares little for the lives of those around him. He views those around him as objects to be manipulated for his use, though he lacks the skill to be able to effectively manipulate and as such relies on fear to coerce others to do what he wants. A jealous, biogted, and cruel man his few redeeming qualities pale next to his sadism and capriciousness.

His wealth is so prodigious that not only are the Imperial Treasury reserves dwarfed by his wealth, but his wealth rivals that of entire countries. The vast majority of his wealth is acquired through mining as his Satrapy, Arismat, contains the largest emerald and diamond mines on Pronis (Arismat is also home to a number of decently sized sapphire mines). The scarcity and quality of these gems allows Sieng Kosal to make colossal profits though his monopoly of these resources. The rest of his income comes from a combination of trade, taxes, and extortion.
