Emperor/Empress of Yura
The Emperor/Empress of Yura (in Yuran the Rymhokho/Rymhakha) is the hereditary ruler of Yura, though their powers are very much constrained. The Emperor/Empress is legally forbidden to levy internal taxes or troops (outside of their own demesne Artamus) or interfere with the internal policy of the Satrapies. The Emperor/Empress does have full authority over matters of international policy making, being the final authority on all matters of war, peace, and external interaction. The Emperor/Empress is advised by The Imperial High Council.
Requirements
The following requirements are required for ascension by the heir to the Imperial Throne:
-The heir is the eldest living child of the current Emperor/Empress and the Imperial King/Queen Consort of Yura (this rule is nullified in the case of a legitimized child of an Imperial Consort)
-The heir has reached the age of fifteen, the age of majority
-The heir must be able to trace their ancestry to Kuwat Angara, immediate predecessor to the Liberated Line of Angara
The throne is transferred through Absolute Primogeniture, with the oldest child of the reigning Emperor/Empress taking the throne. In the event that no living children of the current Emperor/Empress are still living the oldest grandchild of the Emperor/Empress adopts gains the title. In the case that the Emperor/Empress is childless the eldest living member of the imperial family (assuming they meet the third qualification) gain the title. (Children of Imperial ConsortsĀ are excluded from this succession unless formally legitimatized by a unanimous vote of the Imperial High Council).
Appointment
A new Emperor/Empress is crowned twice. First, in a private ceremony, the heir meets with the Satraps, who present the new Emperor/Empress with the center jeweled piece of the Imperial Tiara. The Emperor/Empress then presents gifts to the Satraps, most commonly treasure and/or honorary and titular titles. Second, in a grand public ceremony the Emperor/Empress is given the second jeweled piece of the Imperial Tiara, and the Satraps publicly declare their approval and recognition of the heir as the legitimate successor. Following this ceremony the heir formally ascends to the throne.
Duties
The Emperor/Empress of Yura is entrusted to guide Yura as a paternal/maternal figure, lead through example and rule without unfair judgement levied based on race, species, religion, creed or background.
Responsibilities
The Emperor/Empress has full authority over matters of international policy making, being the final authority on all matters of war, peace, and external interaction. External interaction includes but is not limited to: trade policy, final say in the assignment and reassignment of Designated High Imperial Ambassadors, and the signing and ratification of treaties. The Emperor/Empress is empowered with limited ability to modify the Imperial Legal Code and issue and revoke Gold Interdicts. Gold Interdicts are placeholders inserted into the Imperial Legal Code to resolve issues brought before the Emperor/Empress that are not addressed in the initial code. These Interdicts can be overruled or made official law by a unanimous Imperial High Council vote however the Emperor/Empress may revoke them at any time before they have been offered for a vote.
Accoutrements & Equipment
The Emperor/Empress is gifted the Morning Crown, a large jeweled tiara consisting of two large interlocking pieces. The smaller tiara represents the Emperor's/Empress's relationship with the Satraps, while the large piece represents the Emperor's/Empress's relationship with the people of Yura.
Grounds for Removal/Dismissal
Should the Emperor/Empress of Yura lapse or otherwise be deemed to fail to do their duty to Yura as a polity then, as stipulated by the Imperial Legal Code, the Imperial High Council can, with a majority vote, issue a Writ of Dereliction. This Writ lays forth the specific grievances levied due to the Emperor's/Empress's negligence and gives them a year to work towards a rectification of the aforementioned grievances. After the year has concluded the Imperial High Council meets to assess the progress or effort made by the Emperor/Empress. If their progress or effort is deemed acceptable the Imperial High Council, with a majority vote, will rescind the Writ of Dereliction. Should the opposite be true the Imperial High Council, with a majority vote, can issue a Decree of Imperial Abnegation. This decree requires that the Emperor/Empress formally abdicate their throne and that their heir assumes their position
History
The title of Emperor/Empress is a relatively new title, only coming into existence in 1142 A.C. The end of the War of Seven Satraps, and the victory of Ratna Angara created the title. Despite Ratna's initial success in creating an Empire, the devastating White~Black Successions would lead to the strength of the title to wax and wane until the ratification of the Treaty of Redress, which enshrined the role of Emperor/Empress in its current (weaker) form. The Treaty of Redress also altered the naming of the title to "Recognized Imperial Majesty" instead of just "Imperial Majesty." This change was done to signify both the Satraps recognition of the Emperor/Empress as sovereign and to remind the Emperor/Empress that they rule only through the support of the Satraps and not as absolute monarchs.
Cultural Significance
Those unfamiliar with Yura or Yuran culture may believe the title of Emperor/Empress to share an equivalency with other autocrats of Pronis. The Emperor/Empress of Yura shares almost no similarity to other absolute rulers, and in many ways is a constitutional Emperor/Empress, albeit not bound by a constitution as the Imperial Legal Code, by which they abide, is not a true constitution. The Emperor/Empress's power is weakened by the control of the Satraps and the power sharing agreement outlined in the Treaty of Redress. The Yuran people have always had a deep pride, loyalty to their own ancestors, and individualistic streak. Thus the Emperor/Empress leads the people in name more so than in practice.
