Exemplar of Kafotia

The Exemplar of Kafotia is a singular dragon, who, at the time of their position as Exemplar, is widely considered the prime example of a fire-breathing dragon. They are honored in Kafotia, and are even worshipped as a mortal avatar of the gods Thermicles and Ignisseus. The position of Exemplar is not only a religious role, but also a civic role and a form of psuedo-royalty. Despite the importance they play in Kafotian politics and culture, they are recognized as both above and set apart from the city state itself, and their actions do not necessarily represent Kafotia on the world stage.
Requirements
The Exemplar of Kafotia must be a true dragon capable of fire-breath. They must also be undefeated by another fire-breathing dragon in combat.
Appointment
The Exemplar is raised after a vote by the Triumvirate, in which every member of the triumvirate's three pairs must unanimously vote in favor of raising the dragon to status of Exemplar. Alternatively, an Exemplar can be challenged by another dragon. If a dragon wins one of these challenge matches, they'll immediately be raised to the position of Exemplar.
Duties
The Exemplar is expected primarily to serve as the prime specimen of all fire-breathing dragons everywhere. They are expected to protect Kafotia in times of great need, and also to guide Kafotia and its' citizens, so that they may live glorious lives and be reborn as celestial dragons in Roldkorfell.
Benefits
The Exemplar of Kafotia is regularly showered with tribute by the people, meaning that they often boast a hoard of legendary size, even more so than other powerful dragons.
Grounds for Removal/Dismissal
Should the Exemplar of Kafotia ever lose in a fight to another fire-breathing dragon, live or die, they will be both removed from the seat of Exemplar and be retroactively labeled as a false Exemplar, unless they were defeated in a challenge match.
Cultural Significance
The nation of Kafotia has been known to experience massive paradigm shift to their sets of morals and values, usually coinciding with a drastic shift from one Exemplar to the next. Often, when under the lead of a Gold Dragon, Kafotia is a morally good and peaceful nation, though still strong militaristically. When under the lead of a Red Dragon, the city-state can become domineering and morally bankrupt.
