The Villainous Vultor Vulos Deviosi (a.k.a. The Villainous One)
From the files of The Penguin (circa 1957): "This villain is a pain in the ass. It doesn't matter if he dies, he already somehow comes back. We don't even know how. Alot of us feel like we will never get rid of him. Even Nelvana is starting to ire of him. Anyway, if you are reading this I refer to several files that detail his international dealing. I just hope that whoever replaces me finds a way to rid this shadow over the world."
Physical Description
General Physical Condition
When you see him on a throne you know this man's serious. He looks like he should be in his 60's and retired but you know from how he carries himself he's spry and youthful. You also see in his expressions a sense of intimidation.

Caucasian with hair similar to that of a 60 year old man.

he looks like he could easily be drawn as an animal. He is also bald with a pointy nose.

hypnotism, knowledge of magic, alchemy and engineering, some acting ability. Is also a skilled manipulator and could be great at business if he wanted too. He also has some ability to come back from the dead, though the methods are only known to him.
Apparel & Accessories
headdress, gown headband belt and vest
He commonly wears a headdress that consists of a fine fabric that covers the area where his hair should be and is held together by by a metallic headband. His body wear consists of a white gown covering the body from the shoulders to ankle along with a light brown vest and a brown belt. His color scheme is predominantly white; in Glacian culture white symbolizes unity and superiority which explains why he wears the color.
On a sidenote, he has been seen with other non Glacian clothing. When he wears average clothing he looks like an average old man.
Specialized Equipment
Silicone Cauldron: The Cauldron is a container for the silicone. The silicon is a variant that is easily heated and molded and when it is found in the cauldron it resembles a misty liquid. The liquid can be used to make a facial mask and similar things.
A voice Modulator: A record machine that can alter your voice for a time. It requires a tube to be put in the mouth. (The schematics is being guarded in a secret place due to potential crimes.)

Personal history
Vultor was always a self serving person, when he realized his family had an insurance policy and a will he had then killed in an "accident". During his lifetime he achieved the highest level of education and rose in prominence in various courts. In spite of his attempts at keeping his scheming under wraps, rumors surfaced that shed the man in a less than flattering light.
He then chose to for a few minor houses to "help" them. This is how he met the members of House Des Lias and found out about the Glacia project. He managed to join the project under pretenses of being a colony adviser. His real motivation was to rule the colony eventually.
On Glacia he took advantage of tension and irritation and created a faction opposing King Rano. After his "death" he appeared to the Etherian Prangs and assembled an invasion force on Glacia. After the thwarted invasion his faction gave up and reconciled with King Rano, the reason was partially due to realizing Vultor wasn't coming back for them.
During the later half of the 20th century, He allied and advised to many evil despots. This includes various communist countries, African war criminals and evil CEO's. The CIA allied themselves with him to their detriment. This alliance was thwarted by The Penguin luckily and it is still thought that Vultor has a finger in the CIA.
In the 21st century is has been revealed that Vultor took over multiple tech companies and is running North Korea. In the 2010's it has became public knowledge that he performed a coup d'etat on the current government. Nelvana and her daughter are trying to thwart him in that decade. Oddly, he actually improved the lives of people of North Korea.
In 2105 he died due to an aging body and severe brain trauma in a final fight with Nelvana.

Author's Notes
WORKING WITH DESPOTS AND DICTATORS In-universe, his scheming nature and long life makes this plausable and reasonable. In a more meta sense, if this character was apart of a company that continued on past 1947 or a revival, I would think that they take advantage of current trend and modern political climates. So Vultor allying himself with Soviet Russia, North Korea and running a tech company would be some of these kind of things. All of them would complement his nature. HIS ARCHENEMESIS STATUS. He only has appearances in two stories in the Golden Age and this is partially why I chose him to be Nelvana's archenemy. The other reasons is that I think he had the grandiose, technology, magic and wits to match a demigoddess. HIS VILLAINY He stays evil. Doesn't matter what happens he stays evil and any past actions has the subtext of ulterior motives. In this universe he's the closest to a card carrying villain. He's a scheming, manipulative villain and shouldn't be morally better. Villains are going to have different motivations obviously and some people are going to be completely unlikable. This is how Vultor fits into the world.
