Villains
After the revolution of the Camza brothers over A237, they decided they needed back-up, they couldn't rule an Empire without allies after all. They found and went through the A237 database of all made humans for their simulations. From there they found the villains they could best control and use, those that would side with them and wouldn't try to take over or defeat them, or at least those that couldn't succeed in doing so. They then travelled to each of the simulations and, right after they were shut down, make their offer to the chosen.
Any heroes and villains not chosen to serve under the twins were terminated as threats to the Empire and the Emperors' rule.

Structure
Jamison and Jericho are the Emperors and leaders. All answer to them. Jamison takes control more so than Jericho.
Seth 'The Great Evil' is their second in command.
Lillith and Mobster are their lieutenants.
