The Secretary will want for nothing. Housing, transportation, money – everything is provided for them. They do not live a paupers life but rather comfortably in a heavily monitored and secure estate protected by some of the most highly trained Oushnou.Appointment
Most of the time, a vnou is groomed for the position. Noble families will sponsor candidates from a very young age – paying for their education and living expenses – so they can enter the governmental workforce without technically being attached to said family. This is incredibly rare since most Zmutwe are folded into nobility for the simple fact they’re Zmutwe – so it’s usually only done when it is expected the current Secretary will be of retirement age when the candidate will graduate and be eligible. Such candidates are watched heavily by other families to ensure fair play. If they believe that the candidate has been raised fairly, they won’t object to the appointment when the previous retires.While this seems like a relatively smooth process, it tends to involve a lot of complicated political maneuvering and dealings so by the time the new candidate is ready, the transition is, by all appearances, easy.
Responsibilities
With all of this power and security comes a world of responsibility. As they are likely the only Zmutwe in the building, the Secretary is responsible for all of the vnou in said building. This requires far more vigilance and awareness as to who is coming and going from the main building than mere security cameras can provide, which usually means the Secretary tends to be more involved with guests than nearly any other governmental branch. Common vnou might find it odd to see the Secretary on the main floor, if they recognize them, but that is where they spend a lot of their time. It can be perceived as an overbearing boss but every visitor is carefully scrutinized. Mostly because no one just visits the B.G.S.I. office.
The Secretary is also responsible for approving major changes to Noble records. They handle conflicts within said records and meet with the Director of Agency Services to ensure accuracy of submissions and corrections, especially major ones that involve people, land, or businesses.

Power of the Office
Arguably, the Secretary is one of the more powerful offices that a vnou can hold. They oversee all of the things that the noble vnou bank their wealth on – property, wealth, family documentation, history. The sort of intangible things that would be devastating to either lose or have tampered with. They are guardians and keepers of the vnou noble records, which is important beyond mere words could describe. It’s everything to the nobility.
With that power, however, comes an equal amount of pressure and scrutiny. The Secretary of Genetics and Shra Integrity has to meet a lot of qualifications, be highly educated, is expected to be neutral in all affairs, unattached to any noble family, and must be a Zmutwe. Once they are appointed to this office, their life is no longer their own. They cannot maintain any familial connections they might have had beforehand – it’s preferential that they had none to begin with – and they are surrounded by security every minute. There is no privacy for the Secretary, there is no aspect of their life that is no available to scrutiny, and they must be available at all hours.
Source of Authority
Common vnou would say the Secretary has the backing of the Sakilatian’s governing body and the auxiliary offices function in much the same way. Granted authority by whatever governing force in whatever land they happen to be in. This is an extremely basic understanding of what the Board of Genetics and Shra Integrity : B.G.S.I. does and what it is for. To the common vnou, it is just another administrative office.
The real power and authority behind the B.G.S.I. is, ultimately, the collective and tentative truce amongst the nobility. Because they all agree to adhere to whatever ruling and records the B.G.S.I. decree. This isn’t to say that there is a chance that this understanding is under threat – at present, it isn’t. The major powerful families have an interest in maintaining the status quo, which means the B.G.S.I. remains an undisputed monolith of knowledge. While there have certainly been conflicts between the powerful families, the scale has never been tipped in such a way as to threaten the position of the B.G.S.I. Not since its reformation and restructuring in 2589 – some 500 years ago.
I'd love to see the Bya that gets to deal with Secretary Kinisilye and aaaall the things that the rank involves. Or because the life of a Secretary *is* the job, does he not get to keep/have a Bya?
Every vnou has a Connected - it's like a biological imperative. His is prolly kept under lock and key at his home though so it can't be used against him in any way. << Poor Bya.
