Vigilante Network

Vigilante Network is something of an oddity, partially born from the complicate situation in the United States and partially from the tenets of local culture. It's a countrywide organization of vigilantes, former heroes or villains that are using their abilities against criminals, villains and 'unworthy' heroes, without the govenrmental backing.   They are a slightly unique - and small - third side to the Hero/Villain duality, one that exists in the gray zone between those two. While legally they are villains, they are unofficially treated by the heroes as something of a beneficial entity, one that ensures that they are comfortably low on the government's elimination priority risk.

Structure

Vigilante Network isn't a well-defined organization, even if it does have a leader. It's a combination of a vast number of individual and small cells of individuals connected through well-secured internet connections (on modern equivalent of darknet), exchanging the data they gathered on the villainous operations in the vicinity and occassionally teaming up against bigger threat.   Many of those individuals aren't metahumans, instead being connected to the organized crime and serving as informants or investigators, locating potential targets for the others and, occassionally, selling the obtained intel to the heroes in exchange for always being low on the list of priorities.

Public Agenda

VIgilante Network exists because there are people that cannot be heroes, yet want to becomes ones - and because some villains with to atone for what they did. They are treated by the government (unofficially) as something to channel those people (sometimes very dangerous ones) into something narrowly less damaging to the society as a whole.   Villains who wish to atone can eliminate some of their former compatriots while potentially - if they keep the collateral damage to minimum - obtain some arguments to lower their sentence.   Heroes who failed to become heroes (say, hero schools dropouts for a variety of reasons) will do something more or less beneficial instead of potentially falling into a regular villainy.

History

Unofficially speaking, Vigilante Network was at least partially composed by people who used to be a Villain Academy candidates (having received their powers from Archvile), but ended up regretting their agreement and what they did.   The government, at this point attempting to pursue the Archvile with all they could, ended up offering some under the table support to the Network. The situation was pretty bad, with new villains being numerous and heroes struggling to properly respond to the situation. As a result, any additional gun to point towards the villains was a welcome bonus.   The support has mostly ended with the Archvile's death, however the Network itself continues to exist thanks to the structures that were erected and that remain useful to the heroes and the police when the cameras aren't anywhere near.
