Quickdraw

Quickdraw is a rare example of a superhero who managed to reach the practical top of his profession despite having an individuality that, on its own, is fairly useless and only useful in a very narrow set of circumstances. What changed Quickdraw into a powerhouse was an interesting idea or two, some complimentary equipment and a lot of very harsh training.   The result is the quickest hand on the side of the law, and one of the most feared gun-toting heroes not just in the United States but also in the world as a whole, and the Top Hero of the State of Texas.

Physical Description

General Physical Condition

Shifted towards the thinner side of the scale. He is well trained and fit, but he did cardio more than he did bodybuilding. He is reasonably strong, though, and he did some martial arts training to compliment the way his individuality works.

Special abilities

His individuality is called Time Stop. It allows him to freeze time around him, while maintaining ability to move. Theoretically speaking, this is an extremely powerful individuality - if not for the sheer degree of weaknesses. He can move, but he can BARELY move - activation of Time Stop creates a bubble of normal passage of time around his body at the activation moment - but it's only about twenty centimeters around it. He cannot move outside of that radius - Quickdraw touching the edge of the zone will, in fact, deactivate Time Stop.   Bullets, however, can. When fired, they will 'freeze' when they reach the border of this zone, only to immediately restart their movement once the Time Stop is deactivated. Quickdraw capitalized on it with his support equipment and two heavily customized revolvers. With some electronics to allow him to actually aim when firing guns from the hip he can fire potentially dozens of simultaneous precision shots against targets in front of him (or to the side, or even behind him), especially with his ammunition feeders allowing him to reload without unneeded movements.   The result of it are situations such as the one in 2155, when Quickdraw incapacitated (with precision of shots of paralyzing, non-lethal bullets) seventy-four henchmen of a drug cartel within three seconds, by firing seventy-four bullets - each one finding its purchase at the same time. For practical purposes, if you are facing him and you let him get even a single hand near his gun holsters, you're down.   His individuality also has usage in close quarters, although it's a much better option for him to simply froze time and shoot whoever managed to get close enough point blank, his preferred way of 'close quarters combat'.   The only major weakness of it is that it can't be used continuously - there has to be at least ten seconds of respite between activations of Time Stop, forming a window of opportunity if you managed to remain hidden when he activated his individuality.

Apparel & Accessories

Wears what's pretty much a stereotypical revolver-toting Tough Cowboy From the Far West. The only notable difference from is a set of goggles, the fact that most of his outfit doubles as a bulletproof vest and a lot of hidden electronics to make up for the 'weakness' of his individuality.

Specialized Equipment

His goggles are his biggest trump card and the main reason why he propelled himself from the C-League to the top of his profession. They are connected to a microcamera in his revolvers (which themselves are heavily modified and only superficially resemble actual revolvers), de facto allowing him to aim them properly while firing from his hip. There are also mechanical ammo feeders that can reload them (according to his mental orders, determining the type of ammunition put in) installed into the wrist-area of his hero uniform.

Personal history

Quickdraw's individuality awakened when he was receiving his training as a soon-to-be police officer. He initially continued his training as-is, planning to simply not use it at all, due to finding as mostly useless. This changed following him seeing the right movie or two, and involving a handful of students from nearby engineering college, that proved to him that yes, his idea for some special equipment was actually completely feasible.   The result was him finishing the police training, only to immediately switch over to a hero school, which he finished in a special curriculum for people who awakened their individualities at an older age than one normally invited to join them. Soon afterwards - thanks to his skills in ending fights quickly and fitting aesthethics - his popularity in Texas skyrocketed, leading to him quickly becoming a superheroes - and, a few years later, the State's Top Hero.

Intellectual Characteristics

Quickdraw is a reasonably smart tactician with a lot of combat experience, who can use his individuality to give himself a short time to think even in the heat of the battle. As a result, he is reasonably fast-thinking even if he doesn't exactly count as a genius.

Morality & Philosophy

Could work as an exhibit for a Stereotypical Texan if someone ever made a museum of american stereotypes. Enjoys freedom, dislikes government encroachment but won't automatically start shooting at its lackeys unless given VERY serious reason. Likes guns and considers the right to bear it a crucial part of America as a nation (and one that is supposed to ensure that no tyranny will ever befell its people). Is also fairly against communism and socialism as an idea.   How much of that is his public persona is anyone's guess, but some suggest that the fact that he stayed loyal rather than defecting to the Freedom Party and People's Liberation Front unlike Just Cause indicates that it's most likely his persona.

Savvies & Ineptitudes

Strengths
For as long as he froze the time why any part of your body whatsoever was exposed, then unless you have a powerful endurance individuality (or a thick bulletproof vest), you're down for the count. It doesn't how many henchmen you have, you'll be moved down in a second or two.
 
Weaknesses
He can't exactly shoot natural disasters or accidents, meaning that he is fairly useless in rescue work (at least, about as useless as very fit man with a readiness to help and follow orders of more experienced people +having knowledge on first aid can be). His physical strength is also so-so, so even with his customized bullets he'll struggle against bulletproof enemies. What's worst, he has to consciously activate Time Stop for it to work, leaving him vulnerable to ambushes.
