Mindscape

The present Top Hero of the state of New York, and one of the greatest minds on the side of the law within the territory of the United States, unofficially considered something akin to a true Number Three Hero of the country (after Invincible and Captain Patriotic), even if she tends to be placed far behind them in popularity rankings.
This is caused mostly by Mindscape having next to no combat abilities, and instead doing most of her work with her brain. As a result, most of 'her' arrests are done by other heroes, resulting in her name typically left unmentioned. This appears to begin to undermine her satisfaction from the job and leaves her potentially vulnerable to defection or simply early retirement if the situation remains unchanged.

Physical Description

General Physical Condition

She relies on bodyguards and sidekicks to keep her alive if she's ever forced to face villains face-to-face (extremely unlikely). As a result, her bodyshape is rather feminine, at the expense of not having an awful lot of muscles. She isn't particularly strong, nor trained when combat is involved, although she is a passably skillful sharpshooter in case something went seriously wrong.

Special abilities

Her individuality is called Perfect Recall. When she closes her eyes for more than three seconds she can enter a form of a mental database, housing all her memories and knowledge (that she tends to keep properly ordered there), essentially forming her own private database of literally everything she ever learned. This, on its own, would be 'merely' akin to a form of a photographic memory, but there are some additional elements to it.
To begin with, when she is within her database, a single minute inside equals a single second outside. In the most extreme set of circumstances, when brainstorming some serious and time-critical case, she can change a single day of thinking into an effective sixty days - all while having access to every single bit of gathered evidence and her considerable intelligence.
Her personal mindscape is even subconsciously streamlined, allowing her to navigate the sea of evidence and knowledge extremely efficiently, making her an even better investigator.
It also allows her to gather intel about all known villains and heroes in her head, thus - if she ends up being anywhere near an active battlefield - making her an extremely capable commander, capable of using the abilities of those under her command to maximum efficiency while countering the abilities of her enemies almost on the fly.

Apparel & Accessories

She has no official hero-uniform, instead wearing whatever dress is fashionable at the moment, for as long as it's properly 'conservative'. The closest thing she has to something signifying whom she is the fact that (depending on the clothes in question) she is always wearing a flag of the state of New York displayed somewhere where it's visible. Although this is something that she began to do only after becoming the Top Hero of New York.

Personal history

Mindscape comes from an extremely wealthy (and old) family that somehow managed to maintain their wealth despite the chaos of the Days of Fire. In fact, while they are certain uncertainties in her family tree (typically far in the past), there is appears to be a certain degree of connection between her current self and some wealthy landowners that lived in New York during the American War of Independence.
During which the family was split between supporting both sides. Which resulted in it NOT losing too much of its standing when the colonies managed to attain independence from the Great Britain.
Mindscape was groomed from the young age to take her 'rightful' place at the generally understood high society of her state. Those plans were derailed when her individuality awakened, leading to her deciding to attain fame and influence through working as a hero (hopefully, a superhero - after all, she certainly deserves that much, right?), promptly switching her studies from economics and art to criminology, that she graduated from in record time (and with honors) thanks to her individuality.

Intellectual Characteristics

Mindscape is one of the most intelligent people in the world. While her natural IQ of about 170 is already one of a genius, her individuality allows her to use her intelligence much more efficiently.
Her genius-level intellect is further exacerbated by education - she has a doctoral degree in criminology and several master's degrees in associated studies. She also possess a number of additional skills, such as being a gifted musician (with multiple instruments) and being very good at knitting.
She is an expert tactician, strategist, organizer and investigator, too.

Morality & Philosophy

Mindscape considers social order to be the most important thing ever and a source of generalized prosperity for the society as a whole. She is thus a willing supporter of the US Government, whom she sees as a source of said social order, and has absolutely no issues with its slightly authoritarian security measures introduced following the emergence of individualities.
The fact that she, generally, isn't particularly big on the concept of democracy (a side-effect of seeing most of the citizens as pretty much an uncultered mob) greatly helps in that. She is keeping her sentiments on that field well-hidden, however.
This doesn't stop her from saving thousands of lives every year, of course. However the main motivation for that is, in the end, her drive for fame and recognition, something that she feels like she isn't receiving enough when compared to her efforts.

Strengths

Extremely intelligent mastermind, capable of playing the role of investigator, strategist, tactician and organizer practically at the same time.

Weaknesses

Almost useless in direct combat. She is intelligent enough to make sure that she isn't involved in any and avoid all assassination attempts (thus far), but if she ever gets surprised by a villain without her bodyguards around, she'll probably die.
