Nie Soe
The half sunken city of Nie Soe sits within a fountain that has taken the place of a whirlpool. What was once a surface city was pulled beneath the waves during the cataclysm, though some magic defenses kept the city intact and rearranged it according to some arcane magics over the years. It was discovered by a clan of merfolk and sea elves who have both taken up residence within. At the base of the city lies a flicking portal to the plane of water. One which opens to omit great fountains and whips the water around it into a frenzied whirlpool. Though when it flickers shut the whirlpool vanishes and the calm seas resettle once more. This means that surface folk can only visit the city when the portal is open, though when it is, all of the buildings move with the current, lining the sides of the whirlpool in a layered helix, half in, half out of the waters. How this happens is beyond the magicians of Nie Soe to divine, though they preserve whatever magic they find, determined to keep their city from being scattered around the ocean floor. The people of Nie Soe learn much of Falamir from their city, and though tensions can flair between the sea elves and merfolk, any issues are usually peacefully resolved, for the safety of the city is more important and their defense of it requires vigilance, from without and within. Water is not the only though to pass through the portal, and dangers still yet lurk within Venya’s vast oceans.
