The Sapphire Fleet
The Sapphire Fleet was a private possession of the Abari of Taar, but functioned in practice as the court of The Abariate, from which most government business was conducted.
Structure
The Abari was the only supreme authority over the Sapphire Fleet, but under him the command structure filtered through the Captain of each individual ship, as well as a small number (rarely more than four) of executive officers known as Sapphire Commanders, which were attached to no particular ship but which assisted in coordinating the fleet and executing the Abari's commands. The Sapphire Commanders also acted as a council which issued orders to the fleet when the Abari was absent, incapacitated, or a child. Occasionally, if the Abari was busy with other affairs for long periods of time, he would appoint one of the commanders to act in his place as supreme authority, though this was almost always viewed as a sign of weakness.
