God of Water Rutar (a.k.a. The Shallow, The Depth of Salt)
Rutar is among the oldest and most powerful gods in the High Council pantheon. The first of the council to discover Ustolia, Rutar was instrumental in the High Council's migration from the Feywild to this realm, as well as their eradication of the Elemental Titans that once ruled it. Today, he lords over the Water Plane in name only, for his throne is largely abandoned while he drifts aimlessly in the form of a Leviathan in the great seas.
His people, the Triton, defend themselves from mortal incursions, frostblight, and Rutar's very own children - two hulking insatiable beasts that guard either side of the only remaining portal between the Material Plane and the Water Plane.
