Stillharbor

The northern border of the old Shadow Republic, Stillharbor was built originally as a military base to watch The Black Ziggurat for problems. It is governed by an Phervian Keeper, who protects the town from his tower. No battle or siege at Stillharbor has ever resulted in a death.  

History

Founding and Duty

Founded by Saberfang, an Phervian psionic and a Councilor of the shadow republic, the original settlement consisted of a large tower for the Phervian and a republic military fort. Given the duty of keeping watch over the prisoners of the Black Ziggurat, as the Phervians were no longer able to do so. This Phervian presence at first was purely an advisory position, but when it was the second keeper who pushed to allow citizens to camp around the fort. Though both agreed a military road should be built from the fort to the edge of town.  

small beginnings

The town was built mostly to the east and south to prevent obstruction. Starting as just a small fishing town that provided for the fort, as expected by the keeper. Many citizens, though nervous at first, grew accustomed to living under an Phervian, even electing the Keeper as the third Mayor, a position joined with the Keepers ever since.  

Divine and blood age

Many refugees from the southern crusades arrived to settle at Stillharbor, resulting in the town growing to a proper size. When the Paladin of Akoom showed up, the town surrendered without a fight, the fort, however. The siege took a month with the defenders ceaselessly mocking the paladins. If the Keeper was to believed, every Paladin present was descended from a hamster. The siege was finally broken when the exhausted Paladins got recalled to investigate or sack Zigarith.   Things continued peacefully under the empire, though a second fort was built on the edge of town as a paladin base, though everyone garrisoned there complained of sleeplessness and nightmares. When the Demon Prophet came to power he ordered the town and especially the fort burned to the ground, for some reason his men only burnt the paladin fort. When Imp himself showed up to deal with the issue, he spent the next three days lost in the town, finding himself at the southern entrance being handed a note telling him to 'Kindly fuck off.' at the end of the three sleepless days.  

Peace and freedom

After Imp's death rumors spread of the difficulty dealing with the town, making other city-states leave it alone. This has resulted in very little change within the town.  

Districts

The town is split into four districts that work as part of the whole, well mostly.

Central fort

A walled-off military fort that houses a sizable military, capable of going toe to toe with any other city-state in the area. In the center of this is the keeper's tower, a large black stoned tower with no doors, only a north-west facing window around three-quarters of the way up. A high road designed by Hjalmar leads to the edge of town from the fort.  

Stillharbor

The district that gives the town its name. It's the location of the original town that was built around the fort. Mostly made of wood and thatch, the area is the main source of food for the town and also provides a small amount of trade.  

Dark town

Built around the high road during the southern crusade, it is best described as a wealthy slum with houses tightly packed together and even on top of each other in places. This provides the town with most of its workers and also works the surrounding area with hunters and farms.  

The warning

The southern part of town is dominated by an artificial hill with a burnt ruin on it. This was the site of the paladin citadel and has a stone sign outside of it that is kept clean.
