The stated goals of this council, beyond having a diversity of opinions in the management of the academy and the powerful institutions connected to it, are to prevent envisioned calamities and advance magic, knowledge, and well-being in the world. For example, the motivation for the timeline of the formation of the council (five ancient dragons) at this particular point in time (leading up to the upcoming celestial equinox) was to perform a ritual of "far sight" during the equinox, to see beyond the magic of just this planet into the cosmos (however, this goal is being re-evaluated given the discoveries within the Temple of the Worlds). An example of such a calamity they aim to prevent is being referred to as the "Dragon Hoard Crisis", where too much of the world's wealth is on track to be held in dragons' hoards, given the increasing population of dragons (and more dragons surviving later into life), leading to either a population collapse among dragonkind or a worldwide economic collapse due to an insufficiency of liquid assets in global and regional trade.
This council held its first meeting on the 7th of 11th-Month, 724, the day after Kylyndaar's transformation into an adult dragon, to say farewell to the young dragon echoes (of World 37-09) and to discuss the implications of the discoveries at the Temple of the Worlds. The prime crew of the
Gentle Night was in attendance, representing them (in at least some sense) being brought into some of the inner circles of the Academy.
