Osveshchen
The adult crystal dragon partner of Kalbisaryx , who lives in the "far too cold far north" according to Halimath (the central and most northern reaches of the large continent of Gelidrend). By way of Kalbisaryx, he seems to have a strong connection to Audrarith and Jadvigal. He met Kal later in life (at first suggested due to there only being three noteworthy dragons at the Battle of Torrentha, later confirmed by the information given in the "care package" from the elders to the younger dragon echoes). Attended the harvest festival announcement of the flying city disguised as a tiefling diplomat. He has also been the lead architect (though often behind the scenes) for the Torrentha flying city constructions.
So that owed debts to the Academy (such as through the Indentured Adventurer Program) do not occupy a substantial proportion of either Audrarith's or Jadvigal's hoard individually (which runs the risk of affecting the magic underlying their draconic type), Osveshchen devised a distribution scheme where the four dragons Audrarith, Jadvigal, Kalbisaryx, and himself jointly hold equal portions of such debts. With Kylyndaar joining the council, he will eventually be brought into this shared debt-holding arrangement prior to his maturation into an ancient dragon, rather than immediately.
