Philip Powell is a human who has achieved the rank of Knightly Master in Epizonia, specifically due to his work in The Selective. 
Powell specialises in dueling etiquette, specifically the formality and 'joshing' an individual should take part in leading up to a duel.  In his interaction with Grizzo he was shown to be arrogant, old fashioned and overly chivalrous to those around him. 
His soul arm is a jewelled rapier that is clear and unmarked, clearly due to never seeing battle.
