Great Council
They make up the majority house in the League of Magic however they require the approval of the Council of Strands to pass their legislation which can make it difficult for them. To somewhat get around this they can also pass a bill if it is supported unanimously but so far in their history this has not happened.
Structure
It is made up of two representatives from every member state but this is ever growing so it is difficult to work out exactly how many members there are,

To bring the states together to make new laws to help Magic Users across the world to prosper.
