While it’s called the Dionisian Government it only governs The Maenads archipelago, which is the land on the planet that the Daffodil Family owns. The planet is Dionysos have large continents in both the north and south hemispheres, that aren’t under the government’s control. These continents are basically uninhabited, except for a few monasteries, so as far as the government is concerned they do rule the planet.
