Spore Tree Quarantine Agreement

Everybody fears uhaaki, but the one thing that fills all people in Veiama with dread are spore trees. Usually, you have to ingest sap to become infected by the Forest, but in a rare mutation, pollen from a tree is just as potent.   These are spore trees, and just breathing in the air around one carries the risk of mutating into an uhaaki and becoming one of the many monsters of the Forest. Though rumours about them began to spread within a few years of the Forest's arrival, they weren't officially confirmed for another 25 years.   Two smaller communities were at war over a defensible island. One of them discovered a spore tree, and lured the soldiers of the other into the area to infect them. The result was that every single soldier became infected by the Forest, returned home, and massacred their communities as emerging uhaaki. The sudden influx of uhaaki then turned their sights on the initial community and overwhelmed them. Both groups were eradicated.   Seeing this level of distruction caused by a single tree, other nations of Veiama came together in an agreement. It is for the good of all people that there are fewer uhaaki in the world, and spore trees must be quarantined at all costs.

Clauses

The treaty outlines a set of requirements for how all signatory nations will address spore trees.  
Evacuation
  1. Any nation that discovers a spore tree either within their territory or in unclaimed Forest land must immediately evacuate all people, both civilian and miltary, in a 5 mile radius. Evacuation orders must be given within 1 hour of the tree's discovery.
  2. If the 5 mile radius crosses an international border, people within the radius on the other side of the border must also be evacuated
  3. Signatory countries will enact laws in their own territory that citizens must obey spore tree evacuation orders given by foreign powers
 
Notification
  1. When a spore tree is discovered, official notice will be disseminated to all signatory nations within 3 days.
  2. Notice will provide exact details of the location of the tree, naming the distance and direction from the nearest settlement.
  3. 1 week after initial notification, follow-up notice will be disseminated to confirm successful evacuation.
 
Quarantine
  1. If follow-up notice is not received, the nation will be assumed to have been overrun and treated as such.
  2. Nations that are assumed overrun will be quarantined indefinitely. Nobody is to enter or exit until official notice clarifying the status of the nation is received.
 
Protections
  1. Nations are not required to disclose how they became aware of a spore tree.
  2. Nations are not permitted to ask how another nation became aware of a spore tree.
  3. Agents of a foreign nation who discover a spore tree and report it to the nearest authority will be granted complete immunity. They will not be questioned about their activities before discovering the tree, and will be returned to their home nation without punishment or interrogation.

Caveats

False Notification
  1. Any nation that orders an international evacuation under false pretenses, or disseminates a notification without cause, will be required to pay reparations to all other participatory nations. Amount of reparations will be determined on a case-by-case basis.
