Assembly
The Assembly is the legislative body of Kaleina.
In addition to drafting laws, the Assembly is where members of the nobility have the opportunity to debate political issues and the overall direction of the country. Although nothing they decide together becomes law unless the king agrees, a king who consistently defies the will of the Assembly risks instigating unrest or even revolt.
Membership
Each head of a noble house is privileged to a seat in the Assembly. Status as the head of house is passed from bearer of the title to their firstborn, irrespective of gender. If a head of house does not wish to exercise their right, they may choose a representative from within their family to sit in their place. In practice, this has always been their heir, who will sit on the Assembly in their own right once the former head of house dies.Conductor of the Assembly
The Conductor is a member of the Assembly elected by members to serve as a leader. The Conductor speaks to the king on behalf of the Assembly, announces decisions, and is responsible for maintaining order during meetings. Every three years, on the first day of summer, an election is held. Only members of the Assembly are allowed to vote, and a candidate must be nominated by another member. A simple majority of votes is needed to win the position.Meetings
The Assembly meets twice a week, but only those nobles who live in Fiana and are particularly keen on legislation bother exercising their right to join the Assembly on a regular basis. Typically, about 15 - 20 members are present at any given meeting. When important issues arise, members arrive from across Kaleina to sit in the Assembly and be part of the proceedings.
