The Guardian Program
Before the invasion of Menthal, division 8 of the Eternal Empire's Fourth Fleet began a program to genetically alter their soldiers into a super soldier breed called the Guardian Program. Much influenced by some of the inner realms' military orders, the Ram attempted to perfect the formulas of the fast growth broods (the slow growth being patented by the inners). This experiment was spearheaded by the Scribe, a vampire scientist, and garnered the collective attention and support from the Lesvetter. The Ram division was not known for much except data storage, so hopes were high in this project. They even received the Palatin Guard as their base of operations.
While trial results were mostly favorable, when the new guardians were sent to real combat in the war of Menthal results were varied. It wasn't a complete waste of resources, as a guardian was at least worth five regular soldiers, analysts were finding that the amount of time and effort there was in creating these super soldiers was not worth the reward. The program was not adopted by the other fleets, and the Guardians didn't even prove to be the Ram's best units (the Yugernauchs outshining them in every regard). The program was thus abandoned after the Fourth Fleet was ordered to leave Menthal.
The Guardians were still in active duty when the Fourth Fleet invaded the Veritian Leaf, at least those physically and mentally capable, but no more were being created. The public disappointment in the order has seeped into their morale, and many of the Guardians declared unfit have unionized into an order called the Exiles.
