Inquisitor Lord Pheros is the most senior inquisitor on the council of Oversight that oversees all inquisitorial investigation within the The Gulf of Zuros and operating from the The Eternal Vigil Station.
As the most senior inquisitor of the Ordos within the system he is the ultimate authority when it comes to its operations. He will also be the one who mostly interacts with the greater members of the Imperium.
All operations within the Gulf must be approved by him.
