Ruse
Far to the western end of Nog Hreud lies the citadel of Ruse. The Citadel towers off the coast of the Kemaki Ocean and is the capital of the Dominion of Silence. Built over the ruins of the former port, the citadel has become a beacon of strength for the Dominion and is the new home of Albena the Silent.
History:
Established during the Age of Kingdoms by the Confederation of Drav in 1059 BEM, the city was a major fishing port that flourished alongside the fertile waters of the Kemaki Ocean. Following the invasion by the Kingdom of Frontonce, the city eventually fell and was quickly occupied. Years later the Order would overthrow the Kingdom and control shifted. Time would pass and life would return to relative normalcy until the Dominion of Silence broke away from the Order in 240 EM. Many residences were pushed from their home and forced to begin construction of a citadel that would replace a majority of the former city. The newly constructed citadel would become the largest military fortification throughout Nog Hreud.Districts
The Citadel of Ruse
The Citadel of Ruse is the seat of power for the Dominion of Silence. Within the citadel there are several large residents for officials and military advisors. Removed from the heart of the citadel are several smaller residences for dozens of wealthy merchants that are valued by the Dominion. At the heart of the citadel within its most restricted and guarded areas is the Tranquil Gardens.The Tranquil Gardens
At the center of the citadel is the Tranquil Gardens. Here is the personal residence of Albena the Silent. Within the Gardens any who enter are forbidden to speak unless allowed by Albena. All guards and servants assigned within the residence have taken a vow of silence.Old Town
Old Town is the remaining part of the city that was not destroyed during construction of the citadel. Most of the residents were move here, the district has expanded to almost surround the citadel and extends alongside the port.Red Harbor
Following the construction, the port was expanded to house a standing fleet and its sailors. During construction additional housing was built to house a majority of the Dominions standing army. Outside of merchants and fishermen, few residents venture out into Red Harbor as constant patrols stop and question any in the area.Ruler:

The citadel itself holds a garrison of 12,000 troops. In the city surrounding the Citadel, a standing army of 40,000 additional troops live throughout the area.Standing Fleet:
