Flight license scarves

The Royal Sky Guard of the North uses colored and enchanted scarves to denote what permissions have been granted to various fliers.
There are controlled and uncontrolled flight parameters over cities in Palora, and over city walls.
Uncontrolled refers to whether a reasonable effort to curtail that flight would prevent it. So, griffons can be well trained, as can giant eagles, and young dragons. But uncontrolled flight includes wild animals, forces of nature, and The Indominable. The Indominable includes ancient and older dragons, Roc, divine beings, leviathans, and pegusi specifically. Pegusi are well known for being scornful of anything that would prevent them from flying where they please. Riding on the back of a pegasus, the flight was considered uncontrolled. On your own, you are still required to land and walk through the gates unless you get a greater flight permission.
Silver scarves designate personal flight without any merchant status. Gold scarves designate merchants or passenger services. White scarves designate political or royal status.
Green trim designates in-city flight only. Blue trim designates the ability to fly over the walls, but only as a single traveler. Red trim designates the ability to fly over walls with passengers or cargo.
