Tílm
Tílm is the smallest of the sky cities, and recently they've learned how to channel the energy used to originally lift the cities to jettison the city itself and adjust their orbit, allowing them to float over specific Wood Elf settlements below.
Government
Tílm is ruled by a Magocracy, an advanced form of Oligarchy in which only those with Magic could rule or hold executive power.
Currently, the Archmagus is advised by other very advanced mages, but rules primarily alone, with her judgement being final.
