The Examination Board
The Examination Board was the judicial and military arm of the Moderators' Council, a feared group that determined the fate of offending mages deemed not to be adhering to the laws of the Council. They included in their numbers a select and secretive chapter of assassins known as the Final Examiners who were responsible for the execution of mages found guilty of the highest crimes of arcane excess.
Disbandment
The dissolution of the Examination Board of the Moderators' Council was a dramatic and painful event in the history of Magicians' End and it was the prelude to a particularly traumatic period of history now known as the Time of Terrors.
On 23rd Glim 3002 APC, the first court of the Examination Board had tried a dangerous and deeply disturbed mage who originally went by the name of Zemdath Romuth but who had taken to calling himself Zemdath the Terrible, an epithet originally bestowed on him by one of his victims. The Board found him guilty of multiple crimes and sentenced him to death but he somehow escaped before the sentence could be carried out.
For the next two years, the Final Examiners attempted to find and assassinate him, but their target was elusive and not idle, whipping up anti-moderator sentiment within the more radical factions of Myruthean mages. This really had very little to do with Zemdath's crimes but it acted as an effective political smoke screen. A popular slogan of the day amongst the malcontents who chaffed under the strict rule of the Moderators was "dissolve the examination board", but no-one expected what happened next.
Instead of fleeing and hiding, in the way every other offender had reacted since the creation of the Final Examiners, Zemdath found his way back to Quarowl, stoked on an overdose of Synaptic Unbinding Potion and with some arcane tricks he had been preparing to assault the Examination Board at one of their regular meetings. Only the high dose of SUP, the unexpected nature of the assault and careful preparation allowed the attack to succeed. The examination board members were caught quite by surprise, drenched in a downpour of magically strengthened acid, bound into a pool of it, with their own arcane defences cut from them as they melted in paralysed agony into the deadly liquid which killed them all.
High above the city, Zemdath laughed and laughed at the success of his atrocity, and amplified a chilling shout, an infamous boast that was both figuratively and literally true...
