Ecclesia
The Ecclesia was the highest governmental body in the Old Pale Empire, second only (in theory) to the Emperor. In practice the Ecclesia exercised an ever increasing role in the leadership of the Empire, particularly in the long periods of relative peace that characterised its later stages when the Emperor had a largely ceremonial role.
The leader of the Ecclesia was the Lightstaff, in the early traditions of the Empire almost invariably a mage of high standing but in later days the position was less closely associated with the ability to excercise magical powers and had more to do with the excercise of political ones.
At the height of the Empire's power, the Ecclesial Chambers at Honirham, shown below, were the debating and law making centre from which the influence of the Ecclesia spread out into the entire world.
