Pact Council

The Pact Council is a group of delegated representatives that decide on issues pertaining to the Pact Worlds. The number of seats is allocated based on the sentient population of each member, and are filled via the local process of said member. Every member of the Pact Council is given a single vote, and most issues are decided via majority. While churches and corporations are not given seats on the council, the political system is rife with their lobbyists, and more than a few members are suspected to be in their pockets.
The Directorate is a subgroup of the Pact Council consisting of five elected delegates with 2-year terms, and the non-voting Director-General of the Stewards, who may serve indefinitely. A Pact World cannot have more than one representative in the Directorate, and no member can serve for more than three terms. They are elected by the members of the Pact Council, and decide on issues that result in a tie, or are too pressing to wait for a full debate (such as responding to the first attacks by the Swarm in 291 AG).
