The Therrans make the effort to reach out to their Weinadi neighbors to offer them technology, reacting in the distant wake of the Sundering.

These efforts are received in a halfhearted way. The Weinadi don't actually want a lot of the technology, but some is shared as useful. They're not really at the point where space age tech is useful, and they're mistrustful of those who live on the surface. It has been long enough since they stopped interacting with the Garruw that this isn't as much of an issue.   It's not a treaty, but it is the first time that the Dome deals with the Weinadi as a political entity, rather than scattered groups of nomads and Dheizei. It also marks a period of time where a concerted effort was made to consistently reach out and interact with this other people group.
