Primarily human, with some balaceti traders in the port area. Roughtooth dolphins visit the city for trade, but obviously do not live in the city proper.

Horizon is still stabilizing as a subsistence community. Aquaculture makes up the bulk of its industry, with landshaper shaman providing luxury products for travelers.

History

The humans of Teshelyn have only ever known a limited life compared to the other peoples of the world. While most human cultures maintained friendly relationships with the balaceti, and in turn with the dolphins and merfolk, there were some who felt like they were overly dependent on the whalefolk. Horizon was settled a century ago by Arhenna, the leader of a group of humans who wanted to prove that they could live on their own, that their terrestrial lifestyle was not a limitation. The settlement is still open and friendly to the aquatic races, but it is by design not nearly as dependent on trade with them as other human cities.   Some time after Horizon's founding, however, there quickly arose an even more extremist movement. These humans wanted to separate entirely from the water and assert their dominance over the world. Despite all evidence to the contrary, they regarded the dolphins as mindless beasts, and the balaceti and merfolk as treacherous and foreign. The Horizon dissidents were the first known humans to commit the unforgivable crime of killing a whale. Their leader, Kairhem, is regarded as a dangerous criminal throughout the Balacen.   After the rise of Sirulis, the Horizon dissidents thought they had found kindred spirits. The bold and belligerent fighters of Sirulis dominated their new home, and the people of Horizon offered their help in spreading across the world. Kairhem sought an audience with their general, Kaene, but she turned him away, regarding him as the same brand of savage as she did the rest of the people of her new home.
