Thanks to the Great Economic Depression, the Pinascimate Penal Authority had become overwhelmed with a lack of maintenance and a rush of escaped convicts. They were rapidly losing control, and nowhere was this more obvious than Harelstone Prison.   In 17 PC, the prison suffered the devastating Harelstone Fire, which destroyed most of the prison. Thanks to the quick actions of Jonathan Tersten, casualties were extremely minimal, and he led the survivors eastwards towards the Takiwerk River.   This band would lead to the founding of Freetown, modern day Tersten City.
