Rovena

Rovena is the capital of the Respublika Rovenya. It stands on the northern shores of Jacob's Lake, and is the fourth most populous city on Tersten.  Established in the early days of the Penal Colony, Rovena served as a free city just outside the influence of the Pinascimate Penal Authority and its PPA Colonial Expanse.  Following the economic collapse of the Lordanian Economy, the PPA was unable to provide for much of its holdings, being greatly tied into this collapsing economy.  Rovena, distant enough from Lordania to escape any initial repercussions, was able to purchase large parts of the colonial expanse for itself, growing rapidly into the modern Respublika Rovenya.  
The City is divided into thirty Quarters, or Districts, with the new city being built around the old town, leaving much of the centre of Rovena to retain its older charm.
