Horatio Paxley

Horatio Paxley was the Governor-General of the Western Sahamptha during the occupation of Tersten by the People's Republic of Lordania.  Born in 3 BC on Lordania, Paxley was brought to Tersten by his family in 9 PC, where he would go on to be part of the Pinascimate Republic's Armed Forces. With the arrival of the People's Republic, Paxley was placed under the command of the Council of Eight, and given the position of Governor-General of Western Sahamptha.  He was considered to be relatively corrupt, preferring instead to gamble away his salary.  It is documented that he would often invite people to his mansion, the Blue House of Bibisangi, to play cards.  Sometimes, these people would be members of the Tersten ResistanceJonathan Crenshaw claims to have played cards with Paxley, during his visit to Bibisango as part of the Tersten Government-in-Exile, something he has recounted in song.    He met his end during the Great Revolution when he issued the order to his men in Bibisango, who were encircled by a larger Resistance force, to stand down and surrender.  He was killed by his second-in-command, who attempted to seize control of the Unitarian Forces in the Reach. Instead, he himself was murdered by soldiers still loyal to Paxley, leading to the complete collapse of Unitarian military structure in the Western Sahamptha, and allowing for the Tersten Government-in-Exile to take control of the region, relatively unopposed.   Being killed before the collapse of the People's Republic, Paxley's reputation has remained that of a corrupt and jovial gambler, who would look the other way when it came to resistance activities.  His policies transformed Bibisango into a crime-ridden smuggler's paradise, but he is one of the few high ranking members of the Tersten State that doesn't have a reputation for extrajudicial murder.
