Finley Macaulay

Finley Macaulay was the final Superintendent of the Pinascimate Penal Authority.  He is widely considered as corrupt and ineffective, and the face of the collapse of the Penal Authority.  Placed in charge of a failing penal system, he was Superintendent of during the great economic decline of the First Lordanian Republic, which could culminate in the election of the Unitarian Party. Under his leadership, the fire at Harelstone Prison broke out of control, with much of the prison being heavily damaged.  He attempted to regain control, but was ousted in favour of Jonathan Tersten, who would lead the survivors - a begrudging Maccaulay with them - to found modern day Tersten City and the Pinascimate Republic.  His last years on the planet were spent attempting to run for office in the newly formed Republic, largely on a pro-Lordanian platform, but was eventually ran off-world by an angry mob, who placed upon him the crimes of the entire Penal System. He was seen as the face of the corrupt and failed system of the past.  Having fled Tersten in 28 PC, Macaulay was never seen again.
