Eckhart Zannholt
Eckhart Zannholt was an Upper Lordanian who served as the first Superintendent of the Pinascimate Penal Authority, assigned to the position after campaigning for it's creation to the First Lordanian Republic. He is seen as the founder of the Penal System on Tersten, and largely villainised in popular culture.
Born on Lordania in 43 BC, he was a minor politician during the Years of Protest. Seeing the rising wave of civil unrest across the planets of the Lordanian Cluster he advocated for the creation of the penal colony on Pinascimate, an idea that found favour amongst many influential senators in the Republic. Settling in Harelstone, he recognised the existence of the Moore Republic, but not the República de Nevada, which was founded shortly after the PPA in protest.
Advocating for aggressive means in capturing escaped penal convicts, he came close to declaring war on Nevada. He refused any sort of negotiations with the state, declaring it illegitimate. He was eventually betrayed by his underlings and lured into a trap, where he was killed in a shootout by 'Dynamite' Clara in 9 PC. His death created a minor power vacuum in the Penal Authority, with Tyrone Pindall taking his place, allowing for the eventual return of Jonathan Tersten and the eventual founding of the modern day Tersten identity.
Zannholt's final resting place was lost and his remains never discovered. Occasionally, human remains are discovered in the wilderness and claimed to be his, but to date nothing conclusive has turned up. Similarly, bones will sometimes show up on the Tersten blackmarket claiming to have belonged to the infamous Superintendent.
