Wharf Rats

A well established gang of pre teens banded together for defence, at first, and then as their numbers grew they used that size to exert pressure on their business rivals. There is a Wharf Rat contact in every school, playground, and pirate bar the world around.

They prioritize reading and maths, hiring professional educators to do so. The end result is a gang of children, and then smugglers, who are more educated than the societies wherein they live.
