Twenty five hundred years ago the fledgling Flietch-ta Empire was not a place where strict adherence to law was followed. The mantra "My power gives me power," as expressed by Cith Narnet, the first of the Flind Emperers, had led to a land where the strongest of the Flind imposed their will on the weak. There was no sense of right or wrong. And this disturbed Cith Harnot. Granted, he was the strongest of the Flind. But, ruling the Empired required Flind with talents beyond brute strength. He found himself relying on Flind who had strength in their understanding of numbers and language. Yet, they couldn't leave the Imperial Lodge without a body guard for fear of the warriors that roamed the street.
 
His solution, to codefy acceptable beahvior and conduct. While it the weak were still expected to defer to the strong, he made it shameful for the strong to take advantage of the weak. It is one thing to test one's stength against a peer but an honorable Flind showed restraint against those far benieath his station. Knowing that the warriors of his land would never change without enforcement, he gather fifty warriors, all marked with a rare black and white coat and named them his Justicars. Their word was his word. Their word was - and it - the law.
