Icehaven

Imealrio was established to mark the eastern edge of the Wynarn Empire and acted as the first trade port from the southeast. However, as the Everglacier continued to grow and expand its reach, Imealrian citizens began preparing for the inevitable. In 11980 AZI, Imealrio was officially absorbed into the Everglacier region. At this time, the Wynarn Empire gave the town its independence. The town renamed itself Icehaven, in honor of being the first permanent settlement in Everglacier as well as creating its own identity apart from the empire. The inhabitants of Icehaven earn their living ice fishing within the oft-frozen Kalten Bay or are trappers who stalk the frozen wastes and return to peddle their furs and meats. Some more confident individuals might try their hand at venturing toward the Everheart and mining the extremely valuable Dagger Ice.  
 

The Eighth District

Icehaven is the eighth of the Ten Districts, a categorization of the city-states of Noyatu. The government is ruled by a committee of locals who pay little mind to outside political shifts. They are more concerned about the growth of Everglacier and the chartering of ice-ready ships. The council has the closest relationship with the principalities of Lhazaar, specifically, Luskan who frequently uses Icehaven as a stop for the Sea Maidens Faire carnival on the way to Sharn and most of southern Breland. Icehaven has continued contact with Bysaes Tyl, the only other permanent settlement in Everglacier.  

Icy Criminals

Due to Icehaven's history as a Wynarn settlement, its police force is set up similarly to how the empire did. The town still refers to the policing force as the Crownsguard. However, given the lack of committee oversight and harsh weather, many of the Crownsguard in Icehaven put minimal effort into their watch, leaving room for laws to be bent or broken. The general sense of being at the edge of the Everglacier makes many within the town feel disconnected from the rest of Noyatu, which is both liberating and disconcerting.

Kalten Bay

The harsh conditions in the region cause Kalten Bay to remain frozen over for three to four months out of the year, despite Noyatu sitting close to the equator. The cold waters provide fish to the community of Icehaven year-round. With the ice comes a mysterious low mist that many say is made up of the spirits of fallen Crisis soldiers, looking for warmth to steal.
