The Queens' Assembly
What is it?
The Queens' Assembly is a communication and decision-making media for the skat'ra queens. There aren't any fixed dates when the Assembly is called together. An Assembly is initiated when a queen needs to discuss something. All of the queens know about all the Assemblies, who called it together, and what would be the topic, but they only attend those that interest them or affect their hills. The Matriarch follows those Assemblies with numerous queens only to facilitate them. The Matriarch never shares her opinion about any of the topics.
How is it organized?
The queen, who initiates the Assembly, sends a telepathic message to all the queens. This message contains the topic of the Assembly. Following this, those queens who are interested in the topic return a telepathic signal. After a few minutes, the initiator queen and the interested queens form a telepathic bubble to discuss the issue. The resolution of the Assembly is usually quick, too, because, unlike other species, the skat'ra queens do not engage in small talk.
Levels of the Assembly
Usually, it depends on the level of importance. The queens do not attend all the Assemblies, only those that can affect their hills or the skat'ra nation.
The lowest level of the Assembly is usually among 2-3 queens. These happen among queens who are close to each other, and a queen asks for help from the other queens. It occurs rarely and usually before and during a tobzoshkuh swarm.
The mid-level is the most frequent and affects a sizeable number of hills. Topics can be when a new hill is established too close to an existing hill, a queen reports about the status of a unique task assigned to her, or a new job has to be given or an existing one reassigned to a new queen.
Those Assemblies where every queen is present are very rare. Only a handful of them took place in the past centuries. They were triggered by events that affected the whole skat'ra nation, like when the skat'ra met the other intelligent species after the Rending, the request from these species to let them into the skat'ra plains, especially into the Pristine Prairie, and when the queens decided that they plant a tree on the Matriarch's Hill.
