  From the dock side Whitehaven Harbor appears to be hopelessly crowded. A forest of masts bob and dip along a wide and expansive maze of wood plank. Only smaller boats can traverse the dock maze, and even those must take care to avoid collisions. Larger vessels must be anchored in the outermost docks and registered with the dockmaster or risk forfeiture of the contents of their holds.   The boardwalk portion of Whitehaven's docks is integral to the curtain wall that surrounds the city, creating a very secure central sector. The only way to enter the city by land is through one of the three outer gates and the two gatehouses into the city proper.  
Wooden walkways crisscross over the water, creating a labyrinthine network of paths for sailors, merchants, and travelers. Past the lines of larger ships moored in the deeper waters of Whitehaven bay, narrow canals pierce the wooden plank maze allowing small boats to navigate closer to shore. The docks are alive with activity, bustling with sailors hauling cargo, merchants haggling over prices, and curious onlookers observing the arrival of new vessels. A group of thick canvas stalls form the Dockside Marketplace, offering exotic goods from distant lands, and the air is filled with the clamor of different languages and the clatter of goods being loaded or unloaded.   Closer to the shore runs a long boardwalk, more firmly moored than the outer docks in order to support a number of wooden buildings suspended above the waves; taverns, shops, and housing catering primarily to sailors can be found here. At either end of the boardwalk rise two guard towers connected to the curtain wall that surrounds the landed portion of Whitehaven.
