Earthspace
Settled Space is a broad, highly populated spread. With no fewer than four different species of human, and several humanity-born organizations, "the Earth Issue" became a hot button problem for a multitude of organizations and polities.
Earth: the origin point.
Earthspace: a mutually-assured no man's land.
Those who wish to visit the planet of their origin best grit their teeth, and prepare for a not-insubstantial amount of pushback. See, the group who could get control of Earth-- of its surrounding plants-- would be able to hold in their palm the core of many groups in Settled Space.
This would not do. There was never discussion about Earthspace. None of these disparate factions discussed what they did, but it didn't matter. They had the same goal; ensure nobody else could set up in Earthspace. Keep the planet populated by neutral parties.
Plot points/Scenes
[ THE HOME GROWN ] ->
Concept: a grassroots group begins to grow on the surface of Earth that exhorts the supremacy of those who are born on Earth as opposed to any of the offshoot planets. As this happens, though, other factions (more powerful factions) become aware of them, and all react differently. The Halons, for example, send infiltrators secretly to the surface to antagonize these separatists and make them want to rise up even further. Regardless of meddling, the group will ultimately not get far: if there is no intervention, within three years of the group announcing itself, it will be utterly eradicated in the name of an "Unbiased Earth."

A plague has broken out on one of the New Earths. In desperation, the Gwhaalu Protectorate ( or whichever faction controls that system ) reaches out to a group of mercenaries with a single request: infiltrate the blockade of Old Earth, touch down on the planet, and obtain blood samples and flesh samples from Earthborn humans. It is believed that Earthborn humans possess the key to the plague being cured, and these organizations are ready to pay heavy costs to ensure they get what they're looking for.
