Arbiters

Located in the Los Angeles area, the Arbiters are responsible for a good deal of security along the western coast of the United States. They have a good reputation for working with local authorities, and coordinating with other teams in the region. Led by Leviathan, this group primarily focuses on coastal regions, but supports the local land-based teams as well.
