Leviathan

Leading the Los Angeles Arbiters, Leviathan is a powerfully built man with sea-green hair. He is gregarious and friendly, and is often the first to dive into action when there's a threat in the region. Many people wonder why he doesn't associate with Ocean Spirit more, as they have similar powers, but no one is certain.

Leviathan is a powerful hero, and is considered to be at upper end of a Class A superhuman.

His powers are reduced on land, but he has both superstrength and incredible toughness. In the ocean he can breath the water, swim at incredible speeds, and control the water as if with telekinesis. More than one opponent has been felled by a tightly focused shot of water from Leviathan, and he has rescued many ships that have been on the verge of foundering.
