Fin-Allan

The capital of Exodus-In-Prime, built around the portal to the Borderworld and the centuries old fortress of Dun Culain. Serving as the seat of government of the Exodites in the Prime Material, Fin-Allan is the largest and most prosperous city in the known world. Home to some 200,000 people and an important hub of technology and trade, Fin-Allan draws visitors despite the poor diplomatic reputation of Exodus. Having extended along the northern bank of the river Dent where the river flows out of lake Donner (Faldevin to the elves), the city has long outgrown its original walls. While Dun Culain, the northeastern district of Faldevin and the imposing Gatehouse leading to the planes are walled off, the rest of the city is protected only by force of arms. Two centuries of Khelish immigration have expanded the city south and west along the river and even to the other side. Today, the higher class areas concentrate on the northeastern lakeside, while the southern half of the city is occupied by the craftsmen and even the unskilled, primarily human.   The river Dent has been thoroughly harnessed by Exodite millers, harnessing the power of water for every imaginable purpose. The textile industry of Fin-Allan is particularly famed, and while the slum areas housing the innumerable workers of Fin-Allan’s industries in the southern half of the city aren’t exactly considered desirable, they are at the heart of the city’s prominence.   The city is ruled by a mayor appointed by the previous Minister of Fin Allan. Though the guilds and the nobility all have representatives in Town Hall in the Fin-Allan district, their role is technically only advisory, with the mayor or higher authorities in the Exodite hierarchy being able to overrule any of their motions.   Nevertheless, the guilds wield a lot of power. Each major trade has one, but the most well known and divisive is the Dent River Millworkers’ guild. Representing the workers in the almost universally Exodite-owned factories and mills along River Dent. The Rivermen as they are known are known firebrands in their advocacy for the millworkers of the Lower Cymbarite District. Frequently at odds with the Exodite authorities, The Rivermen organize protests and strike actions, as well as holding yearly Helkah memorials, commemorating the time when the Gnomish populations of Cymbar and Darcia were slaughtered and driven out of the land. These actions make them a lightning rod for the Exodites’ ire, and the other guilds often use them to make their own demands seem more palatable.   Other organizations exist in the city as well, such as a major temple to Nuwa, shrines to each of the Khelish gods, and the only Starseer Observatory in the Prime Material. Many wealthy Khelish nobles maintain residences in the city, centered around the Guldtown district in the northwest.   Though there is a portal to the borderworld in the Gatehouse, it is closely guarded and passage requires the permission of city authorities. This permission is difficult to obtain for anyone who is not an Exodite elf.

Government

The city is ruled by the mayor of Fin-Allan, an official appointed by the minister of Fin-Allan. While the mayor meets weekly with the Council of Fin-Allan, this council is advisory only and mayor has absolute power within the city. However, most districts are actually policed by private watch forces funded by guilds or other local organizations, and the Army of Exodus that keeps the peace in Exodite-majority areas in under a separate hierarchy. The courts of Fin-Allan are run by elven bureaucrats, who interpret statutes laid down by the Exodite Council. However, they are also often called upon to interpret Khelish traditional law as well. Petitioners represent themselves, and there is no formal right of appeal. However, the courts tend to be more concerned with applying the law than political appearances.
