The Delian League
The Delian League is a militarist nation that has become corrupted overtime. They are famous for their cavalry, architectural projects, and aggressiveness. The premier horse breeders of the land, they trade and train horses that are sold to other nations and individuals. Their feudal system means that they have large, prosperous cities surrounded by destitute villages and small towns that are overtaxed by their rulers. The cities have amazing buildings, monuments, public infrastructure, and more including their famous system of waterways powered by magic that run throughout all of their major cities. Recently, they have started looking outward again, preparing their army to invade somewhere.
Structure
The Delian League is organized into a hierarchy system of nobility, with a pyramid structure of leaders.
The monarch is the ruler of the entire empire in name alone, with their powers being significantly reduced beyond what they used to be. They govern the capital and perform ceremonious duties.
The next branch is the Councilors, 5 people chosen from the most powerful of the noble families for life. When one dies, the other 4 choose a new councilor. They write laws, declare wars, and have veto power over anything the monarch does.
After the Councillors comes the general nobility, dukes, lords, barons who are responsible for ruling sections of territory varying in size throughout the empire. They largely are exempt from the law and are responsible for the defense and taxation of their own territories.

Culture
The Delian league has a militarist culture, which has overtime degraded into decadence. They believe as a society that the strong should rule, and anyone who is not strong enough to hold onto their power doesn’t deserve it. As the culture degraded, the Councillors took power over the monarch and started an era of scheming and infighting in the League.
History
The Delian League, according to their own history books, was originally a large military group, called a Legion, from a land known as Rome. They somehow ended up here, and they conquered and pillaged their way into building a society in an image of the place they came from.
