Cularo

Cularo is a small river town in the Delian League that is a generally run down and disheveled place, with it being heavily over taxed to the point that unrest is beginning to boil over into revolution.  The town is mainly focused on providing enough food for it's citizens through the relentless taxation being exacted on it. Many people from the rest of the Delian League disregard Cularo as a town of no economic, if some strategic importance. It's true value though lies in the position it is in on the cross roads between the two slow-moving trade rivers,

Demographics

The town is mostly poor Delian humans, with a few richer people ruling the town using a strong military force

Government

The government is an uncaring system of mainly armed personnel collecting exorbitant taxes from the people of the town, while doing little to actually protect the people. The laws of taxation are intentionally complex, with a tax collector seemingly having the right law for every situation.

Defences

The settlement has a small walled barracks to house a garrison of 120 soldiers. Many of these soldiers are dedicated solely to manning the heavy chain across the river, as it requires significant manpower to open or close.

Industry & Trade

The inhabitants of this settlement are diverse in profession, farming, fishing, and hunting are all major industries for the town. They do not export much beyond what they trade with the barges that pass up and down the river.

Infrastructure

The town was founded after the golden age of The Delian League, so it does not have many of the roads or sewers that are expected from a Delian settlement. Docks are the town's main source of income, they impose a tariff on any who pass through the river intersection that the town is situated upon.

Assets

The town mans a large chain that they stretch across the water of the river, cutting of the flow of vessels unless they pay the tax.

Guilds and Factions

Cularo had a few guilds originally, centered around farming, fishing, and hunting, but they underwent a forced merger by the government and became nothing more than an extension of the tax collection agency present in the town.
