Ah, the Seraph of Choir. Beauty wrapped up in a feathered shell of stern regimen and unbending will. Graceful and Alluring to those who see them from afar, and vengeful archangels to those who have met them in battle. Let us count our blessings that they're mellowed by the Devils of Brimm.

History
When the realm of the Seraph and Devils crashed into Sol Nua, the Seraph found themselves raised in a position of awe by many of the religions of Sol Nua. After all, they fit the description of angels in many different theologies almost perfectly. Wings included. In any other situation, the Seraph could have used that to their advantage. Perhaps forming a religion around themselves and amassing followers. The only hurdle was their close bond with the Devils of Brimm. While the world oohed and awed at the Seraph, they armed themselves to eliminate the Devils. And the Seraph would not stand for that.
When the first crusade against Brimm tried to force it's way down Brimstone Alley (before it was properly fortified), in year 15 of the Age of Wounds, the crusade managed to break through the pass and started the march to Shadehorn. While the Devils put of a dogged fight, they were at a large disadvantage and were being driven back. That is, until gossamer strands of light started to fall from the skies. Looking up, the crusaders found an army plummeting through the skies towards them. That crusade didn't last long after that.
After the first crusade against Brimm, and the one after that, and the next, and so on and so forth, Choir made it clear that they would stand with Brimm through thick and thin. Through the worst storms the world could throw at the two, they have stood together.

A state-mandated education is widely enforced.
Infrastructure
Considering their ties to the air, there should be no surprise that many of the roads in Choir are in poor shape and deteriorating further. Almost everything is moved by airship.
Mythology & Lore
As the sun passed over the world, it's sister, the moon trailed behind. Preferring the quiet contemplation of the night to the sun's energetic dance. As it quietly walked along the sky, deep in thought, it noticed that the world had changed below it. Where barren cliffs and gorges once were, plants and animals now lived. The sky had been painted in beautiful pastels and oceans and rivers now flowed in sapphire hues.
Marveling at the changed world beneath, the moon failed to notice as water that had been evaporated by her brothers dance condensed around her and soaked in her soft moonlight. Finally taking notice of the now iridescent silver liquid that had gathered around her, she gathered it up in her hand and poured it down towards the ground. As it traveled, three drops landed on three separate clouds and slowly filtered through. When the came out the other side, each drop had taken form, nurtured on moonlight, and clutching a piece of the cloud.
Then they started to scream. The first vision of the sisters was seeing themselves plummeting towards the ground. Unsure of what to do, the three sisters angled towards and took hold of each other.
Then, the sister that had made it through her cloud first, Limrael, had an idea. Taking the piece of cloud in her hand, she started weaving it between her fingers. Over and over again, she worked methodically; making sure her weaving was tight and true, until she held a pair of shimmering wings woven from gossamer moonlight-string.
Quickly, she instructed her sisters. The sister that filtered through her cloud second, Cadyigail, wove her wings quickly and with purpose, and held a pair of wings that shimmered pure silver. The third sister, Drenyil, took extra threads from her sisters' wings and wove them into her own. Reinforcing them with the diligence of Limraeil and the drive of Cadyigail. When she finished, her wings contained the silver and moonlight of her sisters.
Finally, they spread their wings, arcing high into the sky and laughing all the way. Each one alighted on a cloud and took in the world around them. Struck by contemplation, Drenyil took another chunk of cloud and shaped it. Intrigued, her sisters gathered around and watched. The sun and moon passed by twice before Drenyil finished the form of the first Seraph; Kimrael.
Kimrael looked up at her mother, who in turn looked at her sisters. They took their cue and each grabbed another piece of cloud and repeated the process. When the Seraph totaled three, the Silver Sisters each drew a thread of their own wings, and placed it within the back of their child. Then, each one drew another and wove it with the other two. As they wrapped this combined thread around each Seraph, connecting all three, the Sisters said.
"This thread connects you all, and shall keep you from losing each other in the world below. Tug on it, and the others will know you are in trouble. If you let it break, however, then your enemies will divide you, and in the end destroy you."
