The Covenant
The Covenant was established centuries ago, born of a treaty between the Shifters and Gifted that allowed them to win the eternal war against the vampires. The alliance is guided by two driving principles - protect the Gifted from enslavement by vampires, and keep the human world from being aware of the supernatural creatures among them.
Lead by the Oracle and their Guardian, the Shifters dedicate their lives to the protection of the Gifted, either as Guardians or as a member of the Guardian Corps . The Guardians are charged with the protection of a single Gifted, their lives inextricably intertwined by Fate. The Guardian Corps protect the Covenant and investigate crimes by and against the Shifters and Gifted.
Structure
While nominally the Covenant is headquartered in Aachen, Germany, in reality each chapter is run autonomously by the local Oracle and their Guardian.
Chapters are established on an ad-hoc basis, when populations grow, and are dissolved when there is no longer a sufficient Gifted population in an area to require one.
Each Covenant chapter is lead by an Oracle and their Guardian, who are in turn supported by a Council made up of an emissary from each Gifted talent or Shifter animal who lives in the area, as well as representation from the Guardian Corps.

Culture
The Covenant's main goal is to ensure the protection of the Gifted - humans with a special ability of some kind. They are extremely rare and very powerful, and it is this power that is sought after by vampires, and feared by humans.
History
Once thought to be gods, the Gifted were often worshipped by those in their community, until humanity began to start to fear their power and the influence they wielded over nature. Over the centuries humans started to persecute and hunt the Gifted, while vampires pursued them to take their power from them.
In many communities, the Gifted started to form alliances with the Shifters that lurked in the wild places - humans that could turn into beasts and birds, the apex predators. The Gifted taught the Shifters how to live amongst humans, and in turn the Shifters leant the Gifted their strength, becoming their shields.
As time went on, these local alliances became more widespread, and after a mass vision between the precognitive Gifted, a conclave was held. Gifted and Shifters travelled from across Europe, Asia, and Africa, congregating in Aachan, Germany, during the annual Placitum Generalis held by Charlemagne. While the emperor met with his nobles and officials, the Gifted and Shifters met together for the first time, and the Covenant was born.
