Registration Status: Registered
Monitor and Containment Protocols:
I. MONITORING PROCEDURES
**1. Surveillance and Intelligence Gathering:
a. Electronic Surveillance: Continuous monitoring of digital communications and social media activities related to Wanda Maximoff. This includes analyzing her public statements, appearance in media, and any potential gatherings or collaborations.
b. Physical Surveillance: Regular monitoring of known residences and frequent locations (e.g., Avengers headquarters, personal residences). Employ advanced surveillance technology to track movements and activities discreetly. S.H.I.E.L.D. Issued Mana Trackers work well in tracking down Wanda everytime she uses her abilities due to her unique Mana Signature.
c. Informant Network: Utilize a network of reliable informants within the superhero community and adjacent sectors to provide real-time updates on Wanda's status and potential intentions.
**2. Behavioral Analysis:
a. Psychological Profiling: Ongoing psychological assessments to understand changes in Wanda's mental state. This includes reviewing past incidents and evaluating any known triggers or patterns that precede significant alterations in behavior (i.e. her parents' deaths)
b. Power Usage Monitoring: Track the frequency and scale of Wanda's use of her powers. Identify any anomalies or patterns that may indicate a shift in her control or intentions.
**3. Threat Assessment:
a. Risk Analysis: Regularly update the threat assessment based on current intelligence. Prioritize immediate threats based on Wanda's recent activities and known capabilities.
b. Crisis Response Planning: Develop and maintain contingency plans for various scenarios involving Wanda’s potential actions, including reality-altering events or large-scale disruptions.
**4. Engagement Protocols:
a. Diplomatic Channels: Establish and maintain open lines of communication with Wanda, if feasible, through trusted intermediaries. Aim to address any issues diplomatically before resorting to containment measures.
b. Emergency Protocols: In cases of imminent threat, engage pre-designated response teams (Team Foxtrot - The Future Foundation or S.H.I.E.L.D. Threat #163: The X-Men) equipped with countermeasures against reality manipulation and other high-level threats.
II. CONTAINMENT PROCEDURES
**1. Containment Infrastructure:
a. Specialized Facility: Design and maintain a secure containment facility specifically designed to handle individuals with reality-altering abilities. Ensure the facility is equipped with shielding technology and magical dampening fields to mitigate Wanda’s powers.
b. Containment Protocols: Develop and implement protocols that limit Wanda’s access to external communications and magic sources. Utilize containment fields that suppress her reality manipulation abilities while ensuring her basic needs are met.
**2. Neutralization and Restraint:
a. Power Neutralization: Deploy technology designed to dampen or neutralize Wanda's powers. This includes energy dampeners and magical nullification fields. Consider the use of specialized artifacts or enchantments that specifically counteract her abilities.
b. Physical Restraints: In situations where physical restraint is necessary, employ advanced materials and containment equipment capable of withstanding magical influences. Use restraints that do not provoke or escalate Wanda’s abilities. The use of power-dampening collars are allowed as to counteract Wanda's abilities.
**3. Staff and Personnel:
a. Qualified Personnel: Ensure that all personnel involved in containment procedures are highly trained in dealing with individuals with superhuman and magical abilities. Provide training on de-escalation techniques and psychological support.
b. Psychological Support: Offer psychological support for staff to manage the stress and challenges of working with a high-level mutant like Wanda. This includes regular counseling and stress management programs.
**4. Emergency Response:
a. Rapid Response Team: Maintain a specialized rapid response team trained to handle breaches in containment or sudden escalations in Wanda’s powers. Equip the team with appropriate countermeasures and defensive technology.
b. Evacuation Procedures: Develop and rehearse evacuation procedures for personnel and civilians in case of a containment breach. Ensure that evacuation plans are tested regularly and updated based on new intelligence.
**5. Legal and Ethical Considerations:
a. Rights and Oversight: Ensure that all containment and monitoring procedures comply with legal and ethical standards. Regularly review and assess the balance between security and Wanda’s rights to ensure compliance with human rights regulations.
b. Periodic Review: Conduct periodic reviews of containment procedures to ensure effectiveness and address any emerging issues or changes in Wanda's behavior or abilities.
III. WEAKNESSES OVERVIEW
**1. Emotional Vulnerabilities:
a. Emotional Instability: Wanda’s powers are closely tied to her emotional state. Intense feelings of grief, anger, or fear can lead to unpredictable outbursts or loss of control over her abilities.
b. Psychological Trauma: Past traumas, particularly related to loss or betrayal, can significantly impact her mental state, making her vulnerable to manipulation.
**2. Magical Limitations:
a. Concentration Dependency: Wanda’s ability to manipulate reality and cast spells often requires intense concentration. Distractions or interruptions can weaken her effectiveness in battle.
b. Mystical Countermeasures: Certain artifacts or entities can neutralize or counteract her magic, making her more vulnerable in encounters with powerful mystical opponents.
**3. Physical Vulnerabilities:
a. Human Limitations: Despite her powers, Wanda is still human and can be injured by conventional means. Severe physical damage can incapacitate her.
b. Physical Attacks: Engaging her in close combat can exploit her less-developed physical combat skills compared to her magical abilities.
**4. Isolation and Dependence:
a. Isolation from Allies: Wanda’s powers and mental state can lead her to isolate herself from allies. This can be exploited by adversaries to weaken her support network and leave her vulnerable.
b. Dependence on Magic: Relying heavily on her magical abilities can leave her at a disadvantage in situations where magic is restricted or countered.
IV. STRATEGIC CONSIDERATIONS
**1. Combat Tactics:
a. Psychological Manipulation: Use tactics that exploit her emotional vulnerabilities, such as reminding her of past traumas or creating illusions that induce fear or doubt.
b. Distraction Techniques: Employ methods to create distractions that disrupt her concentration during combat, making her spells less effective.
**2. Magical Disruption:
a. Anti-Magic Artifacts: Utilize artifacts or spells designed to suppress or nullify her magical abilities, leveling the playing field.
b. Mystical Entities: Engage powerful mystical entities that can counter or negate her powers effectively.
Physical Description
Special abilities
Magic: Maximoff is a mutant of magical birthright which means she possesses the ability to manipulate magic from birth. She was born a mutant with the affinity to control magic, allowing her to use magic.
Chaos Magic: Ms. MAximoff's main power is the superhuman ability to manipulate the powerful magic known as Chaos magic, a dark magic, which allows her to alter reality and control various forms of mystical energy. Ms. Maximoff received the "blessing/curse" through her X-gene which would allow her to use his chaos magic as her own and this would increase Ms. Maximoff's natural ability to magic.
Divine Sources: Wanda Maximoff can tap and channel energies from other dimensions as well as mystical and non-mystical entities, such as Cyttorak and Morrigan.
Spells and Phrases: Ms. Maximoff has a vast knowledge of mystical spells and incantations invoking names and aspects of various extra-dimensional objects, beings and sources of power. Although she has shown the ability to cast "spells" by only saying or focusing on what she wants to happen, this could be related to the nature of her powers.
Flight: Ms. Maximoff has also proven to be able to fly at will. She can also give others the ability to do so. The full extent of this ability is unknown, but she was capable of fighting an enemy while flying. She has also shown the ability to levitate, as she has done while meditating in the lotus position.
Illusion Casting: Ms. Maximoff has demonstrated the power to generate and cast realistic illusion. With this power, she was able to fool her enemies. Ms. Maximoff has also demonstrated the power to create and shape holograms to entertain or to help her explain about any event or incident better.
Invisibility: Ms. Maximoff possesses the ability to make objects or people unseen.
Location Tracking: Ms. Maximoff can find, probe, and track the location of anyone she desires at the moment over any distance or conditions.\
Magical Awareness: Ms. Maximoff has displayed the ability to be aware of almost anything that affects her and her surroundings.
Telekinesis: Ms. Maximoff possesses the power to move, stop, and manipulate objects.
Telepathy: Ms. Maximoff has demonstrated the ability to enter, manipulate, and alter people's mindscape with or without the targets' agreement. She was also able to induce other people to sleep, control the minds of others, and create realistic illusions in the minds of others to trick her opponents, like she did to Maynard Tiboldt. And not only that, she was even able to communicate and torture other people mentally, as well as read the mind of other beings.
Emotion Manipulation: Wanda has demonstrated the ability to affect and control the emotions of others.
Probability Manipulation: Ms. Maximoff has been stated as a probability manipulator of the highest order. Initially, Ms. Maximoff had the ability to manipulate probability via her "hexes" (often manifesting physically as "hex spheres" or "hex bolts") which manipulated energy fields and matter to varying degrees, and could disrupt time. These hexes were initially short range, and were limited to her line of sight. Casting a hex would initially require a gesture and concentration on her part, though the gestures were largely a focus for the concentration. Her hexes are automatically triggered whenever she made a particular gesture, regardless of her intent. These hexes would only manifest as "bad luck," triggering negative effects. Wanda can use her hexes to cause a wide variety of phenomena, including, but not limited to:
- Spontaneous combustion or melting.
- Rapid or spontaneous decaying, breaking, healing, or fixing.
- Molecular destabilization.
- Energy control, transference, disruption, amplification, transmutation, and absorption.
- Inertia redirection, amplification, disruption, and transference.
- Lighting flammable objects.
- Containing or removing air from a particular volume.
- Cancelling others powers and abilities.
- Stopping the momentum of projectiles.
- Blocking, unlocking, closing and opening doors, objects and technological devices.
- Exploding and summoning objects.
- Creating force fields.
- Deflecting normal, physical and magical attacks.
- Negating or distorting physical laws and manipulating physical forces.
- Altering, affecting, and controlling matter, the molecular composition and physical state/form of physical objects.
- Causing various forms of energy to spontaneously appear or disappear.
- Altering size and gravity, as well as manipulating weather and technology.
- Animating things and sustaining the atmosphere.
Mental characteristics
Personal history
Wanda Maximoff and her twin brother, Pietro, were born to a nomadic Romani witch named Natalya Maximoff and former criminal and mutant rights activist, Erik Lensherr, in the town of Wundagore, Sokovia. Soon after their births, Mr. Lensherr abandoned his children and moved back to the US leaving Natalya to raise the children on her own. Growing up in the war-torn country of Sokovia, the Maximoffs lived in poverty surrounded by ongoing violence which caused Natalya to seek refuge in the United States by moving to Westfield, New Jersey. To afford their newfound lifestyle, Natalya worked hard to introduce her daughter to the world of show business and often auditioned her for various roles in both television and movies. Besides a few small roles in local commercials, Ms. Maximoff didn't find a steady job until after the death of her mother. She gained a lead role in a new situational comedy program centered around a fictionalized version of her life called "Wandavision". What seemed like a strange decision on the casting agent's behalf soon turned out to be beneficial as she showed natural talent and had enough charisma to carry the show for several seasons. Unbeknownst to S.H.I.E.L.D., Ms. Maximoff also used her powers to aid in some of the program's special effects which cut costs. S.H.I.E.L.D. wasn't aware of Ms. Maximoff's abilities until after she registered as a hero inspired by the advice of her new talent agent, Pietro. Ms. Maximoff has shown just as much talent in her hero work as in her acting often being at the right place at the right time and able to minimize collateral damage caused by super-criminals. She has been known to face powerful beings such as The Juggernaut and Avalanche on her own and her powerful spells can cause devastating effects on her foes. The downside is she has shown a lack of control over her mystical powers which can often pose a threat to herself and nearby bystanders.

Addendum #6-1:
This backstory is apparently a false reality brought about by Wanda’s subconscious. In reality, both Wanda and Pietro were born of Erik Lensherr and an interdimensional being known as Clea and were adopted and raised by Natalya Maximoff. Rather than escaping to America with her children, Natlya was cornered by an angry mob who feared Wanda’s powers. An unconscious reaction resulted in Wanda using her powers to bring down a nearby tree inadvertently crushing her own mother to death. Wanda and Pietro traveled to America to find their father, but Erik feared Wanda’s abilities and turned her in to the Mutant Response Division. Wanda was then incarcerated within the walls of the Raft until the breakout in 2022. This is seemingly when she changed the timeline.
